Abstract

The gap between public policy formulation and effective implementation remains a major governance challenge in developing regions, particularly where public institutions face shortages of skilled personnel, limited professional development, weak institutional capacity, and administrative constraints. This study examines how human capital capacity influences the public policy implementation gap in Balochistan, Pakistan, with particular attention to the role of administrative leadership. It focuses on key dimensions of human capital capacity, including professional knowledge, technical and managerial skills, training and development, employee competencies, and institutional learning, and assesses their influence on the ability of government departments to translate policy objectives into effective outcomes. The study further investigates whether effective administrative leadership strengthens the relationship between human capital capacity and policy implementation by providing strategic direction, coordinating resources, motivating employees, facilitating interdepartmental collaboration, and promoting accountability. A mixed-methods research design will be employed. Quantitative data will be collected through structured questionnaires from officers and employees of selected provincial government departments, while qualitative interviews with senior administrators and policymakers will provide deeper insights into institutional and leadership-related barriers to policy implementation. Quantitative data will be analyzed using descriptive and inferential statistical techniques, while qualitative evidence will be examined through thematic analysis. The study argues that inadequate human capital capacity is an important institutional factor contributing to the policy implementation gap, while effective administrative leadership can improve the utilization of available human resources and strengthen implementation performance. By integrating human capital, administrative leadership, and policy implementation within a single analytical framework, the study seeks to contribute to the literature on public management and leadership in an under-researched provincial context. The findings are expected to provide practical recommendations for strengthening workforce capacity, leadership development, institutional effectiveness, and policy implementation in Balochistan
