ANTICIPATORY ACTION AND DISASTER PREPAREDNESS FOR RESILIENCE BUILDING: ASSESSING THE ROLE OF INSTITUTIONAL INTEGRATION IN DISASTER GOVERNANCE

Anticipatory action seeks to reduce disaster impacts before hazards occur, but its contribution to household resilience also depends on how it is organized and implemented through disaster-governance arrangements. This study examines the relationship between anticipatory action, institutional integration, and household disaster resilience. Data were collected from 720 households across five disaster-exposed districts and analyzed using partial least squares structural equation modeling. The results show a strong positive association between institutional integration and disaster resilience and a positive direct association between anticipatory action and disaster resilience, while the association between anticipatory action and institutional integration is weak and not statistically significant. The findings suggest that institutional integration is closely associated with household disaster resilience, whereas the direct relationship between anticipatory action and resilience remains substantial. The study contributes to disaster-governance research by showing how institutional integration relates to anticipatory action and household resilience.
